Can The App Be A Web App?

Can the App be a Web Application that is browser based? Just need clarification.

  Thanks for writing and for your interest in the NYC Schools Gap App Challenge. I'm pasting the relevant section on the rules below.

  Per the Official Rules:
  "(i) Contestants must create a working software application which runs on an Apple iPad (via a mobile browser or downloadable app), a Windows or Mac personal computer, or on a web browser (Chrome, Firefox, Internet Explorer, or Safari) (each an “Application”)."
